PT Astra Honda Motor (AHM) merupakan pelopor industri sepeda motor di Indonesia. Didirikan pada 11 Juni 1971 dengan nama awal PT Federal Motor, yang sahamnya secara mayoritas dimiliki oleh PT Astra International. Saat itu, PT Federal Motor hanya merakit, sedangkan komponennya diimpor dari Jepang dalam bentuk CKD (completely knock down).

Tipe sepeda motor yang pertama kali di produksi  Honda adalah tipe bisnis, S 90 Z bermesin  4 tak dengan kapasitas 90cc. Jumlah produksi pada tahun pertama selama satu tahun hanya 1500 unit, namun melonjak menjadi sekitar 30 ribu pada tahun dan terus berkembang hingga saat ini. Sepeda motor terus berkembang dan menjadi salah satu moda transportasi andalan di Indonesia.
Kebijakan pemerintah dalam hal lokalisasi komponen otomotif mendorong PT Federal Motor memproduksi berbagai komponen sepeda motor Hondatahun 2001 di dalam negeri melalui beberapa anak perusahaan, diantaranya PT Honda Federal (1974) yang memproduksi komponen-komponen dasar sepeda motor Honda seperti rangka, roda, knalpot dan sebagainya, PT Showa Manufacturing Indonesia (1979) yang khusus memproduksi peredam kejut, PT Honda Astra Engine Manufacturing (1984) yang memproduksi mesin sepeda motor serta PT Federal Izumi Mfg.(1990) yang khusus memproduksi piston.

FOKUS : Belajar Berorganisasi di “Sekolah Buruh”

Di tengah jembatan yang menghubungkan Kawasan Industri Jakarta Timur dan Kawasan Industri M2100 di Cikarang, Bekasi, Jawa Barat, tenda biru terbentang dari sisi ke sisi. Itulah ”sekolah buruh” FSPMI.
Disebut sekolah buruh karena tenda dan jembatan itu jadi tempat berkumpul para buruh belajar hubungan industrial. Sebut saja, cara menegosiasi hak-hak mereka dengan manajer, membuat perjanjian kerja bersama, serta pergerakan buruh dan mengorganisasi diri.

Meski serba terbuka, tenda itu bersih. Di bagian belakang ada mushala dan toilet darurat. Aliran listrik berasal dari kabel yang ditarik dari rumah salah satu pekerja. Di satu sisi ada papan tulis yang berisi jadwal buruh yang akan mengonsultasikan masalah mereka.

Pada pukul 10.30 sekitar 20 laki-laki muda usia tak lebih dari 25 tahun bergabung. Mereka pekerja waktu tertentu (outsource) dari kawasan Delta Silikon di Kawasan Industri Jakarta Timur. Karena tenda penuh, mereka turun ke kolong jembatan ditemani tutor. Tampak mereka awam soal gerakan buruh dan cara negosiasi.

Salah satunya Anto (27) asal Cirebon, lulusan SMK bagian listrik. Sudah tiga tahun dia jadi pekerja waktu tertentu walau pekerjaan mengecat sepeda motor adalah usaha pokok perusahaan. Anto tak tahu itu artinya perusahaan melanggar Undang-Undang Nomor 13 Tahun 2003 tentang Ketenagakerjaan karena tidak menjadikan dia pekerja tetap.

Anto tak punya pilihan. Ia pernah melamar langsung ke perusahaan tanpa melalui yayasan outsource, tetapi ”orang dalam” minta Rp 1,5 juta. ”Tidak ada kontrak kerja,” katanya.

Apabila bekerja penuh 26 hari, dia mendapat Rp 1.849.000. Namun, ia sering lembur karena punya istri dan satu anak di kampung. ”Tidak sanggup kalau istri dan anak ikut saya di sini,” kata Anto.
Anto melembur sampai 14 jam setiap hari untuk mendapat Rp 2,5 juta per bulan. Uang itu habis untuk sewa kamar Rp 350.000 yang dipakai berdua dengan adiknya. Untuk transportasi, dia mencicil motor Rp 625.000 per bulan. Perusahaan tak menyediakan angkutan dan naik angkutan umum ongkosnya lebih besar.
Setiap bulan ia kena potongan Rp 25.000 oleh yayasan. Jika lembur, potongan ikut membesar sampai Rp 100.000. Ia diikutkan Jamsostek, tetapi biaya kesehatan dipatok Rp 300.000 per tahun.

Endro (34) menerima upah minimum kabupaten Rp 1.849.000, sama seperti buruh baru meski sudah bekerja 11 tahun. Ijazah sarjana dari universitas swasta di Jakarta Timur tak berarti. ”Saya ikut demo mahasiswa tahun 1998,” katanya. ”Di tempat kerja saya baru terbentuk serikat buruh. Belum punya kesadaran gerakan buruh. Masih takut berserikat, takut PHK.”

Jumlah angkatan kerja hingga Agustus 2011 sebanyak 117,4 juta orang, 37,77 juta orang bekerja di sektor formal. Jumlah penganggur 7,7 juta orang dan pencari kerja terus bertambah setiap tahun—tahun 2012 diperkirakan bertambah 2,02 juta orang—membuat pasar tenaga kerja sangat elastis. Posisi buruh lemah.
Upah minimum, menurut Menakertrans Muhaimin Iskandar, seharusnya dimaknai sebagai upah bagi buruh lajang dan bekerja kurang dari satu tahun.

Praktiknya ketentuan upah minimum membuat perusahaan enggan memberi upah layak sesuai keuntungan perusahaan. Nilai lebih dari kerja buruh tak sampai kepada mereka. Karena itu, FSPMI membuat sekolah buruh. ”Kami terus membangun kesadaran kelas,” kata Ketua Federasi Serikat Pekerja Metal Indonesia (FSPMI) Said Iqbal yang juga Presiden Konfederasi Serikat Pekerja Indonesia (KSPI).

Salah satu cara membangun kesadaran kelas adalah dengan melatih buruh mengorganisasi diri. KSPI mengambil model gerakan buruh yang menjadi antitesis model gerakan buruh yang condong dekat kepada penguasa dan model gerakan buruh yang ingin menggantikan pemerintahan untuk memperbaiki kesejahteraan buruh.
”Gerakan kami tumbuh dari bawah, dipimpin buruh dan karena itu membawa isu buruh,” kata Iqbal.

Manifesto buruh
Tanpa ada jaminan sosial bagi seluruh rakyat, sistem kerja waktu tertentu membuat eksploitasi pekerja tak terhindarkan. Ires (25) sudah dua bulan tak bekerja sejak kontrak kerjanya selama sembilan bulan di perusahaan pembuat boneka di Cikarang habis. Bersama teman sekamarnya, Reni (25), ia berkeliling dari satu pabrik ke pabrik lain mencari kerja.

”Kalau lewat yayasan, syaratnya umur enggak lebih dari 23 tahun. Untuk perempuan, tinggi minimum 155 cm,” kata Ires seraya mengusap air mata serta memegang map surat lamaran dan ijazah SMA dari Tasikmalaya.
Pada Hari Buruh 1 Mei mendatang, 70.000 anggota KSPI akan melakukan aksi damai bersama 30.000 anggota Konfederasi Serikat Pekerja Seluruh Indonesia dan Konfederasi Serikat Buruh Sejahtera Indonesia dari Bundaran HI ke Istana Merdeka.

Mereka juga akan menyampaikan manifesto buruh yang isinya menolak upah murah, memberikan subsidi khusus untuk buruh, menghentikan upah buruh murah sebagai penarik investasi asing, menolak pemberangusan serikat pekerja, memberikan jaminan sosial, dan menghentikan hubungan kerja yang eksploitatif, seperti kontrak kerja waktu tertentu.

Ini pertama kali gerakan buruh bersatu tanpa penyatuan sejak era Orde Baru. Mandiri, tetapi sadar politik. Tampaknya sejarah baru gerakan buruh sedang ditulis. Waktu akan membuktikan warna yang dihasilkan.(Ninuk M Pambudy/Orin Basuki)
